Illicit Discharge Detection and Elimination and Underground Injection Control Lead - TPS3

The Opportunity: The WSDOT Environmental Services Office (ESO) is seeking an experienced environmental professional to fill the position of Illicit Discharge Detection and Elimination and Underground Injection Control Lead – TPS3 in Tumwater, WA.
 
This position is responsible for leading the statewide Illicit Discharge Detection and Elimination (IDDE) and Underground Injection Control (UIC) programs. This position will provide technical expertise for IDDE and UIC, in addition to overseeing the training and workload of six regional IDDE contacts.

This position will perform the following work:

  • Fully responsible for conducting complete planning assignments for the WSDOT Stormwater Management Program, specifically the Illicit Discharge Detection and Elimination Program (IDDE), and Underground Injection Control Program (UlC).
  • Maintain compliance with NPDES Permit IDDE requirements along with UIC regulations under WAC 173-218.
  • Functions as part of the SFI field crew one week per month on travel status.
  • Assist in geo-rectifying as-built plan sheets and digitizing support data for field collection efforts.
  • Provide technical support and assistance to the Stormwater Features Inventory Coordinator.
  • Travel up to five consecutive days a week throughout Washington State.
  • Work in the field, on uneven and steep terrain, in highway right-of-ways, under all weather conditions.
  • Lift/carry/manipulate items up to 50 pounds in weight.
 
An ideal candidate for this position will have:
  • A bachelor's degree involving major study in transportation, landscape architecture, environmental or urban, regional or land use planning, engineering, public or business administration, economics or natural or physical sciences
OR
  • One year as a Transportation Planning Specialist 2, Transportation Engineer 2, Landscape Designer 2, with or equivalent classification in city or county agencies.
WITH
  • Three or more years professional experience using Environmental Systems Research Institute (ESRI) GIS tools and applications.
  • Three or more years of experience with Illicit Discharge Detection and Elimination Program (IDDE).
  • Two or more years of experience with Underground Injection Control Program (UIC).
  • Advanced working knowledge or Microsoft Office applications including spreadsheet, database, and graphic software as well as other required computer applications.
  • Valid Driver's License.

Note: This position is covered by a union shop provision. Therefore, as a condition of employment, you are required to become a member of the PTE, Local 17, or arrange to pay that union a representational fee. The union shop requirement shall be effective on the first day of the month following the employee's initial 30 days in this classification.
