Human Resource Consultant 4 - Operations Supervisor

The Opportunity: The Washington State Department of Transportation (WSDOT) is seeking a dynamic leader to take on the Operations Supervisor role in Human Resources, out of the Olympia, WA Headquarters office.
 
This position has specific responsibilities related to supervising the front-line customer support function of the HR Operations area who responsible for ensuring approximately 6,800 employee actions and benefits are accurate and timely. This team plays a critical role in providing a high level of customer service to the organization. Responsibilities include supporting processes and procedures to ensure all agency employment and benefit actions are completed, and in compliance with CBAs, rules and agency policy. In addition, this position provides technical expertise in developing and implementing procedures and technology related projects affecting the Human Resource Management System (HRMS) and related systems.

This position will perform the following work:

  • Supervises the first point of contact experience for resolution of HR inquiries directed to the Personnel Operations staff.
  • Participates in escalated resolutions as needed to ensure full resolution of issues.
  • Ensures customer support staff are adequately trained, and have developed performance expectations to provide high quality of service for customers.
  • Ensures the timeliness and accuracy of customer responses.
  • Coordinates closely with Region staff to ensure inquiries/issues are handled in an accurate and timely manner.
  • Serves as agency expert for HRMS organization management structure and position relationships in HRMS system.
  • As point of contact for HR systems (HRMS, Oracle, Kofax), serve as liaison between HR, Payroll, WSDOT IT, and other State Enterprise system administrators for systems support and analysis.
  • As agency benefits expert, coordinate with Health Care Authority, Department of Retirement Systems, VEBA, and internal HR Operations and Payroll teams to research and resolve complex issues related to employee insurance and retirement eligibility, enrollment, and payments.
  • Disseminates PEBB, DRS and VEBA notifications related to changes in policy, process or service.
  • Acts as backup to Data Specialist and the security reporting function in HRMS.
 
An ideal candidate for this position will have:
  • Bachelor's degree with focus on business, human resources, social or organizational behavioral sciences, or related field AND three years' of human resource experience including use of HRIS systems, research and analysis
OR
  • Equivalent education and experience as specified above.
OR
  • Four years' of human resource experience as specified above.
  • Ability to maintain strict confidentiality.
  • Prior experience advising and consulting with management and other HR staff on complex human resource issues.
  • PHR or SPHR certification is preferred.
  • Prior experience leading or supervising staff is preferred.
  • Prior experience interpreting and applying state and federal employment and benefit laws is preferred.
