Environmental Specialist 1

Job Summary
This position performs compliance and enforcement duties for implementing the National Pollution Discharge Elimination System (NPDES) and the State Disposal System (SDS) program in the Municipal Division. The position involves the evaluation of the compliance status of assigned facilities with their NPDES/SDS permit and with applicable state statutes and rules and taking enforcement action to bring them back into compliance as applicable. Specific principal responsibilities include: evaluating compliance via on-site inspections and file reviews; determining and initiating appropriate enforcement action if applicable; negotiating settlements as part of a team; providing compliance assistance and technical assistance as needed; investigating and following-up on water quality complaints; acting as a case manager for assigned enforcement cases; reviewing permits for enforceable conditions; and participating on special projects as assigned. 
Minimum Qualifications:
Bachelor's degree in an Environmental Protection or related field;
OR
Two (2) years of professional-level environmental protection experience.
AND
Basic computer skills with proficiency in Word and exposure to Excel and PowerPoint.
Ability to gain a complete understanding of the environmental regulatory process and procedures.
Good communication and human relations skills to interact effectively with stakeholders and team members.
Demonstrated strong technical writing skills.
Problem solving skills for resolving technical matters and the ability to bring projects to conclusion.
Ability to travel up to 20%
Valid Driver's license
Preferred Qualifications:
A basic understanding of wastewater treatment facility operations and the NPDES/SDS permit program and requirements.
A basic understanding of state and federal environmental laws, rules, and regulations applicable to water quality.
Have the ability to independently complete assignments in a timely manner; effectively lead, and serve as a team member; and understand the economic and social impact of environmental decisions.
A comfort level with environmental compliance and enforcement.
Demonstrated ability to communicate effectively with people in a variety of situations and settings.
Experience as a compliance inspector and/or as a wastewater operator.
Public speaking, presentation, and negotiation skills.
Working knowledge of the MPCA policies, strategic goals, and compliance and enforcement process.
Knowledge of Southwest Minnesota municipalities, geography, and environmental challenges.
Physical Requirements
Must be physically able to travel up to 20% of the time. Some infrequent lifting of sampling equipment and working out in the field in adverse weather conditions. Ability to conduct site visits at wastewater treatment facilities which may involve climbing and/or stepping over obstacles and inspecting construction sites.
