Senior Project Manager


This temporary unclassified position is anticipated to last up to three years.

The Minnesota DOC Financial Services unit has an opening for a temporary unclassified Management Analyst 3 - Senior Project Manager located at Central Office in St. Paul. This position provides high-level analysis, oversight, guidance, and business process expertise to the Financial Services work unit, in order to effectively and efficiently develop, design, and ensure completion of special projects completed independently or in a group setting.

Travel is required approximately 15% of the time for this position.


Minimum Qualifications:


The following qualifications are required of all applicants seeking consideration for this position:

Must meet ONE of the following requirements and demonstrate ALL of the knowledge, skills and abilities described below:

  1. Three years of professional-level experience related to accounting/finance, including project management and coordination, strategic planning, budgeting, analysis, and research; OR
  2. Bachelor’s degree in Business Administration, Finance, Accounting, or a closely related field AND two years of professional-level experience related to accounting/finance, including project management and coordination, strategic planning, budgeting, analysis, and research; OR
  3. Master's degree in Business Administration, Finance, Accounting, or a closely related field AND one year of professional-level experience related to accounting/finance, including project management and coordination, strategic planning, budgeting, analysis, and research.

In order to qualify for further consideration, your experience must include the following:

Demonstrated project management and coordination experience, including strategic planning and budgeting.

Advanced knowledge of or technical expertise in risk management and internal control principles or Generally Accepted Account Principles (GAAP).

Thorough knowledge of project principles and practices sufficient to manage multiple projects and priorities simultaneously, and work both independently and in a team setting.

Knowledge of a large, complex automated accounting/payroll system, such as the State of Minnesota’s Statewide Integrated Financial Tools (SWIFT) system or State Employee Management Administration (SEMA4) system.  

Knowledge of governmental or large corporate accounting and budget processes and software systems.  

Interpersonal and human relations skills sufficient to establish collaborative working relationships with agency staff and other stakeholders; gain cooperation; and resolve disputes and solve problems while maintaining positive relationships.

Excellent oral and written communication skills sufficient to facilitate meetings, deal diplomatically with a variety of clientele and DOC staff, and relay complex technical information to technical and non-technical audiences.

Ability to assess requirements of applicable federal, state laws and rules and develop policy recommendations and procedures to assure program accountability.

Ability to manage time effectively, organize work, set priorities, and meet required deadlines, especially when multiple projects occur simultaneously.


Preferred Qualifications:


The following qualifications are strongly desired of applicants seeking consideration for this position:

Four or more years of professional-level experience related to accounting/finance, including project management and coordination, strategic planning, budgeting, analysis, and research.   

Completion of a bachelor’s degree or higher in Business Administration, Finance, Accounting, or a closely related field.

Proficiency with computer applications to gather and report data such as Microsoft Office (Word, Excel, Visio, and PowerPoint) or comparable project management, spreadsheet, or presentation software.

Project management experience using project management tools such as Gantt charts, PERT diagrams, or comparable tools to ensure a project is effectively completed.

Formal training or certification in project management tools or methodology such as Six Sigma Green or Black Belt certification or equivalent, or Project Management Professional (PMP) certification.

Skills in applying continuous improvement methods, i.e. Lean, Kaizen, and/or others, to make process enhancements.
