Disabled Veterans Outreach Program Rep 41866

Job Summary
1. Conduct training sessions in tribal communities focused on transitioning service members
2. Establish and maintain strong relationships with agencies that also serve Native American veterans
3. Provide intensive career services to Veterans with significant barriers to employment (SBE) so they can be placed in suitable employment or a training program (apprenticeship) commensurate with their Employment Development Plan (EDP).
4. Ensure veterans are identified upon entry to the CareerForce location and referred to appropriate services
5. Conduct outreach activities to identify and make contact with SBE Veterans who would benefit from or are in need of intensive career services.
6. Provide vocational guidance to SBE Veterans and other eligible persons who need assistance with vocational change or adjustment.
Minimum Qualifications
*Veteran as defined in Minnesota Statute §197.447 will be further evaluated further and:
Must meet one (1) of the following:
Bachelor's degree in Behavioral Science, Social Science, Communications, Business, Education, or related area as determined by the appointing authority. An Associates Degree (AA or AS) may substitute for six months of experience;
OR
One (1) year of professional experience in career placement, vocational counseling, or closely related areas such as social services, adult education, or employee training.
OR
Two (2) years of para-professional experience in job placement, reemployment insurance processing, customer intake, or in a role with similar functions.
Preferred Qualifications
Experience working with Native Americans and Native American organizations.
Bachelor's degree in Behavioral Science, Social Science, Communications, or Education.
Case management experience – providing one-on-one services with program participants.
Knowledge of the CareerForce Center systems and programs.

When the position requires travel and the applicant drives a state owned or leased vehicle, a driver's license and record check will be conducted.
*A citizen of the United States or a resident alien separated from active duty under honorable conditions from any branch of the U.S. Armed Forces:
  • After having served on active duty (not active duty for training) for 181 consecutive days; OR
  • By reason of disability incurred while serving on active duty; OR
  • Who has met the minimum active duty requirements of 38 CFR §3.12a (individual must have completed the full period for which the person was called to federal duty under Title 10 USC.) OR
  • Who has active military service certified under Federal Law (World War service by particular groups, such as Women Air Force Service Pilots, Merchant Marine, etc.)
  • According to Minnesota Statute §43A.11 preference will be given to those veterans who meet the minimum qualifications and have a compensable service-connected disability as adjudicated by the U.S. Veterans Administration or by the Retirement Board of one of the several branches of the armed forces. 
  • Each Recently Separated Veteran who meets the minimum qualifications must be considered for the position and the top five Recently Separated Veterans must be granted an interview. A Recently Separated Veteran is a veteran under Minnesota Statute §197.447 who has served in active military service at any time on or after September 11, 2001, and who has been honorably discharged. 
  • Under Minnesota Statute §43A.111 the Department has the option to appoint a disabled veteran on a non-competitive basis. A veteran who meets the minimum qualifications and has a compensable service-connected disability of at least 30 percent may be appointed to the position without interviewing any other person.
