Agency Policy Specialist

 Job Summary

     The purpose of this position is to serve as the division
     legislative lead position with a major focus on development and
     coordination of bill analyses, fiscal notes responses, and
     legislative proposals for all taxes administered by the division.
      This position will lead the division’s communication on law
     changes relating to our tax types. They will serve on
     department-wide and divisional teams and work with associations
     and other states and agencies to provide direct services and
     technical assistance on laws, regulations, and department
     policies and procedures concerning Corporate Franchise Tax,
     Partnerships, S Corporations, Fiduciary Income, and Estate taxes.


     This position will provide technical tax issue guidance to
     employees within the division and participate in the
     establishment of audit policies and procedures.



     Qualifications






     Minimum Qualifications:

     Bachelor's Degree in Public Administration, Business
     Administration, Accounting, Finance, Business Management, Public
     Policy, Public Affairs, Economics, Political Science or related
     field

     AND

     Three (3) years of advanced professional level experience

     Applicants who meet the above experience requirements will be
     further evaluated based on the following:

     Knowledge of the legislative process, state government policies,
     procedures, processes, laws, and rules.

     Ability to monitor, analyze, and advise on developments and legal
     trends of policy and law.

     Ability to recognize the impact of policy, programs, budgets and
     operational changes on members in terms of needs, issues,
     motivations, and costs.

     Leadership skills sufficient to establish project goals and
     expectations, anticipate problems, plan contingencies, evaluate
     results, provide focused feedback, direct work, coach, advise,
     and teach.

     Ability to establish and maintain effective working relationships
     with public officials and planning groups.

     Ability to analyze and report on data to make conclusions and
     recommendations to others.

     Communication and presentation skills.

     Human relation skills sufficient to relate to and communicate
     with a wide range of customers.

     Computer skills to develop spreadsheets, presentations, charts,
     graphs, and graphics.

     Preferred Qualifications:

     Knowledge of tax policy, tax systems, tax administration, tax
     laws.

     Experience interacting with government senior management,
     Governor's office, legislative staff, and stakeholders in
     national and other governmental offices or forums.

     Experience working with the development or implementation of
     government rules, statutes, ordinances or policies.

     Experience writing legislative proposals or working with the
     legislative process.

     Experience writing bill explanations.

     Knowledge of statutory construction in applying constitutions,
     laws, rules and regulations, and case law.

     Ability to apply state and federal tax law to specific audit
     situations.

     Successful participation of the State of Minnesota Star of the
     North Fellowship program

     Physical Requirements

     Requires occasional moving of articles such as boxes, accounting
     records, laptop computer, and portable printer.

     Additional Requirements

     Prior to an offer of employment, a background check will be
     conducted. This will include, but is not limited to checking
     degrees and licensures, criminal history, and tax filing and
     payment history. All individual income tax filing and payment
     obligations must be current prior to interviewing for this
     position.

     Must be legally authorized to work in country of employment
     without sponsorship for employment visa status (e.g., H1B
     status).

 Salary Range: $26.99 - $40.04/hourly; $56,355 - $83,603/annually
